Two updates: Invitation to attend Adult Services Listening Session and Implementation of 10% rate reduction for “low need” Individuals

You Are Invited to Participate: Adult Services Performance Measures Listening
Session – A “Steering Committee on Performance and Outcome Reforms” (Steering Committee) was authorized by the MN legislature as part of the 2009 State-County Results, Accountability and Service Delivery Reform Act. It was charged with developing a uniform process to establish and review performance outcomes for all essential (mandated) human services. Toward that end, the Steering Committee has authorized formation of the Adult Services Work Group charged with advising the Steering Committee on performance measures across all mandated Adult Services including: Disability Services, Adult Foster Care Licensing, Adult Mental Health, Chemical Dependency, Adult Services/Long Term Care and Adult Protection. To assure all stakeholders have an opportunity to provide input into the formation of performance measures across mandated adult services, a public listening session is being hosted by the Steering Committee in partnership with the MN Council of Nonprofits (MCN), the Association of Minnesota Counties (AMC) and the MN Association of County Social Service Administrators (MACSSA). The event will be held Thursday, October 19th from 1 30 – 3 30 pm at the MN Counties Insurance Trust, 100 Empire Drive, St. Paul, MN, 55103.

Update on Congregate Living Rates for “low need” Individuals – Legislation passed during the 2011 legislative session will  result in 890 individuals on the Developmental Disabilities (DD) Waiver and 1,756 individuals on the Community Alternatives for Disabled Individuals (CADI) waiver living in corporate foster care homes or customized living (sometimes called assistive living) receiving a 10% reduction in their rate.  The cut was delayed a month when the Department of Human Services (DHS) revised its criteria for identifying low needs individuals on the CADI waiver; it will now take effect on November 1, 2011. On Tuesday, October 4th, DHS issued an announcement to outline the methodology used to identify the 2,646 individuals impacted by this legislation.
